I used to work at a hotel, and in the outdoors hallway leading to the patio and lobby, where the entrance to the bar was located, its customers stood there to smoke (it's in L.A.). When I came in at night, there were butts and phlegm all over the floor, when just a few feet away there were ashtrays and garbage cans. I'm not sure if it's just LAers, but that's pretty disgusting. Somehow many smokers don't seem to believe that cigarette butts (or their spit) is littering.
So, is a ban appropriate? I guess the best thing would be to actually fine those litterers, but can you really do it? I heard an idea somewhere, that for instance cigarette butts could be charged something like a CRV. We don't see any cans or bottles lying on the streets or parks around the city.





Put up a sign, "please use ashtrays, otherwise you are littering. Littering carries a fine of $XXX." Then starting giving out tickets.
I don't know if putting up signs would works, especially in private properties or places where it's very unlikely there's anyone watching. What really got me though to "WTF is wrong with these idiots?", is the spit. Who spits on the hard floor of a hallway?
