I don't think the desirability of free trade is an issue that is at all illuminated by the Second Law of Thermodynamics. I read this essay and Hokikian left a bad taste in my mouth - then I remembered where I'd seen his stuff before.

Seriously, the Second Law is useful in field where entropy changes can be measured and calculated, whether one is studying processes taking place in a star, a flask, a cell, or a piston. Can Hokikian can give some of way of evaluating entropy changes resulting from free trade policies? Yuck - what's next, Quantum Economics?
