If a people of the nation choose a stupid president, what makes the people? Stupid or intelligent?

Most of the "Great moments" from Letterman are bush standing there, awkwardly searching for words. This is one of the better clips, because even when he finds the words, Bush doesn't make sense.
This one always freaks me out because it's much more than mangling words - it's like his brain is seriously malfunctioning
Idiot. I'm glad we've got all this on tape; the fall of this Empire will be very well documented.
