I liked Jay's the best this week. Jon Stewart is a close second, if only because I get a little depressed that the moron is still in office after flubs like that.
Seriously, Jay Leno can blow me. In the long list of people who have, at best, stood idly by and at worst, cheered on the fascists that couldn't shoot straight, Jay Leno stands higher than any other mainstream entertainer I can think of. He's the kind of court jester whose job, not to mention neck, was never really in jeopardy.
Congress jokes? Really, Jay? What a hack.
Eh, those were some weak jokes in the first place. Congress is ineffecient? OJ is a criminal? Dubya can't speak? Meh. I give it to Jon based on execution.
Kimmel's joke was best - though his delivery is weak. I agree with dave - Leno is such a GOP suck-up he still makes Bill Clinton jokes almost 7 years after he left office.
Pretty weak, all around...
And yeah, Leno is just getting worse and worse. Half of the time, the guy actually EXPLAINS his jokes. The only funny thing that remains about Leno today, is Bill Hicks' diatribe on him -- where he describes Leno finally comes to realize what a completely and utter sell-out he is after having shilled Doritos (because oh yeah, he needs more money!) and interviewing Joey Lawrence from "Blossom," and sucks down on an Uzi, blowing his brains out on a wall, where it forms the shape of the NBC peacock.

Only half of the time? I gave up watching Leno because he explains EVERY joke. I thought that was the sign of a terrible comedian. It still is.
Kimmel, but only just, over Stewart.
I thought stewart, just because the absurdity of Bush became so glaringly obvious through just three words.
"Oh, does they?"
That's a well written joke. Kimmel's "joke" was the thought everyone had when you hear the headline "3 republicans don't participate in prominent black college debate"
Leno is the biggest loser here, no surprise. When I saw these jokes, this came to mind.
