And how do you know that they slowed down the audio at all? Maybe this is how he actually talks all the time and the other stuff you hear is just the audio being sped up. If he is drunk all the time that would sure help to answer why he does all the stupid things he does and says all the stupid things he says.

You know the little black box that Bush wears on his back under his jacket? Everyone thought it was there to tell the President what to say. Now we know it was there to speed up his speech. It must have been on blink when he delivered this speech.
