Noboby anticipated breach of the levees? Breach of the levees has been anticipated for decades, but Bush and the moron corps that constitutes his government don't read science, they are to busy making it up.
Perhaps the incompetents in the Bush administration should have checked out a few publications on the subject while the weather service was forcasting Katrina's landfall:

Perhaps if the President spent more time listening to (instead of threatening) public radio, he'd be better prepared for the current events to which he plays a victim.

I protested today in NY. Felt good. A slightly drugged out guy walked up to me and looked at my "Where are the Feds?" sign and agreed. He departed saying "Don't let them rent space in your head!"

The only part they got wrong is that Mr. Bill is white. I thought only black people had to sit on their roof waiting for help (snark).
Suppose Bush was right, that few people took the viewpoint that the breach of the levees was likely. From this assumption we can conclude that the local and state government could not have been expected to prepare for a flood.
The federal government, on the other hand, is supposed to be able to respond quickly to an unanticipated disaster in any city. The size of this catastrophe is obviously beyond the capability of the city or state emergency services. So, if we accept that a flood was not expected by most people, then the federal government is the agent primarily responsible for managing this emergency.
As president, Bush is therefore responsibile for the failure of the federal government to rescue, evacuate, and feed the stranded people of New Orleans.
