Then And Now
During the presidential campagin George W. Bush was asked how the people of the world should look upon the United States he said in part "If we’re an arrogant nation, they’ll view us that way. But if we’re a humble nation, they’ll respect us as an honorable nation."
What is he saying these days well at West Point he said, "The United States can no longer deter attacks from other nations by threatening massive retaliation, but instead must strike looming enemies first."
How things change.

Of course they change. What he should've said:
"The United States can no longer deter attacks from Al Qaeda by threatening massive retaliation, but instead must strike Iraq first."
Sounds like pre-justification for a war...
Oh, but we strike so humbly...
'Pardon me sir, mind if we pre-emptively strike? Just in case you might get up to something?'
